Korea Airport Packing Rules: Power Banks, Liquids, Masks and Medicine
A power bank, sheet mask and bottle of medicine may all need to be packed differently at a Korean airport.
Putting the right item in the wrong bag can delay security screening or force you to repack at check-in.
This guide shows what belongs in carry-on baggage, checked baggage or your airport liquid bag.
Checked in July 2026: Airport procedures and airline battery limits can change.
Confirm the rules of the airline operating your flight, especially for power banks, medical equipment and codeshare travel.

Quick Answer
Use this list before closing your carry-on and checked suitcase.
- ✓ Power banks and spare lithium batteries: carry-on baggage only
- ✓ Carry-on liquids: containers of 100ml or less
- ✓ Liquid containers: one transparent, resealable 1L bag per traveler
- ✓ Full-size permitted toiletries: checked baggage
- ✓ Dry disposable or cloth masks: either bag
- ✓ Sheet masks containing essence: prepare as liquid or gel cosmetics
- ✓ Essential medicine: keep in carry-on baggage
- ✓ Liquid medicine over 100ml: carry supporting medical documents
- ✓ Syringes and needles: protect them and keep medical documents nearby
- ✓ Codeshare flight: check the airline operating the aircraft
The airport security limit and the airline baggage limit are not always the same. Passing security does not guarantee that every airline will accept the item.
The fastest packing rule
Keep batteries, essential medicine and valuables in your carry-on. Move permitted full-size toiletries and extra cosmetics to checked baggage.
1. Carry-On or Checked Baggage?
Start by separating items that must remain with you from items that are easier to check.
Pack in Carry-On Baggage
- ✓ Power banks
- ✓ Spare lithium batteries
- ✓ Essential medicine
- ✓ Prescriptions and medical documents
- ✓ Dry masks needed during the flight
- ✓ Liquids that meet the international cabin limit
- ✓ Laptop and fragile electronics
- ✓ Passport, wallet and valuables
Pack in Checked Baggage When Permitted
- ✓ Full-size shampoo and conditioner
- ✓ Large bottles of permitted skincare products
- ✓ Extra sheet masks and cosmetics
- ✓ Additional medicine not needed during the flight
- ✓ Permitted personal-care aerosols within the applicable limits
Travel note: Checked baggage does not mean every item is allowed.
Flammable sprays, butane gas, explosives and dangerous chemicals may be prohibited in both carry-on and checked baggage.
Do not put passports, essential medicine, expensive electronics or irreplaceable documents inside checked baggage.
Packing another restricted item?
Check batteries, sharp items, aerosols, tools and dangerous goods before going to the airport.
2. Power Bank Packing Rules
Power banks belong in carry-on baggage. Do not place them inside checked baggage.
The number you can bring and the way they must be stored may depend on the airline operating your flight.
Before leaving home
- ✓ Move every power bank to your carry-on bag
- ✓ Protect exposed terminals from short circuits
- ✓ Use insulating tape or an individual protective pouch
- ✓ Keep the Wh or capacity label visible
- ✓ Do not carry swollen, overheated or damaged batteries
- ✓ Check the operating airline’s quantity limit
- ✓ Ask the airline before traveling with a battery over 100Wh
Products over 160Wh are generally not accepted as normal passenger baggage. A battery may also be refused when its capacity cannot be verified.
Important:
Do not place a power bank in checked baggage. Check the operating airline’s current quantity, storage and in-flight charging rules before departure.
Korean Air currently applies its own number, terminal-protection, cabin-storage and in-flight-use rules. Those conditions should not be assumed to apply to every airline departing from Korea.
Need the full battery rules?
Check Wh limits, terminal protection, quantity rules, cabin storage and charging restrictions.
3. Liquids and Cosmetics
For international flights departing from Korean airports, carry-on liquids, sprays and gels must normally be in individual containers of 100ml or less.
All containers must fit inside one transparent, resealable bag with a capacity of up to 1L per traveler.
Items treated as liquids, sprays or gels
- ✓ Toner and liquid lotion
- ✓ Cream and gel skincare
- ✓ Liquid foundation
- ✓ Lip gloss
- ✓ Sunscreen cream or gel
- ✓ Toothpaste
- ✓ Shampoo and conditioner
- ✓ Perfume
- ✓ Hair spray and other aerosols
- ✓ Liquid or gel medicine
- ✓ Sheet masks containing liquid essence
Important:
A half-empty 150ml bottle is still treated as a 150ml container. Airport security uses the labeled container capacity, not the amount remaining inside.
Pack the liquid bag where you can reach it
- ✓ Use containers marked 100ml or less
- ✓ Place them inside one transparent 1L resealable bag
- ✓ Close the bag completely
- ✓ Keep the bag near the top of the carry-on
- ✓ Move permitted full-size products to checked baggage
- ✓ Keep duty-free liquids sealed during transit

Check Aerosol Spray Rules →4. Face Masks vs. Sheet Masks
The word “mask” can describe two completely different packing categories.
Disposable or Cloth Face Masks
Dry disposable masks and dry cloth masks are regular travel items rather than liquids.
- ✓ Pack them in carry-on or checked baggage
- ✓ Keep masks needed during the flight in your carry-on
- ✓ Store clean masks in a dry pouch
- ✓ Be ready to remove a face mask briefly for identity verification
Sheet Masks and Gel Masks
Sheet masks contain liquid or gel essence. They should be prepared as liquid or gel cosmetics when packed in international carry-on baggage.
Official airport guidance does not list every sheet-mask product separately. Treating essence-filled masks as liquid cosmetics is the safer practical packing method.
- ✓ Include carry-on sheet masks in the liquid-bag calculation
- ✓ Check that the product fits inside the 1L bag
- ✓ Move larger quantities to checked baggage when permitted
- ✓ Keep packages sealed to prevent leaks
Remember the difference
Dry disposable masks are regular travel items. Sheet masks containing essence should be prepared as liquid or gel cosmetics when packed in carry-on baggage.
5. Medicine at Airport Security
This section focuses on security screening and in-flight access. Medicine import laws are a separate issue.
Pills and Capsules
Pills and capsules are not subject to the international 100ml liquid-container rule.
- ✓ Keep essential doses in carry-on baggage
- ✓ Use original labeled packaging when possible
- ✓ Keep the prescription or medicine information nearby
- ✓ Do not depend on checked baggage for medicine needed during the flight
Liquid Medicine Over 100ml
Medically necessary liquid medicine over 100ml may be accepted in carry-on baggage when supported by a doctor’s note or prescription written in Korean or English.
Incheon Airport advises travelers to carry only the amount needed during the flight. Additional liquid medicine may need to be packed in checked baggage when permitted.
- ✓ Keep the medicine in its original labeled container
- ✓ Carry a prescription or doctor’s letter
- ✓ Use Korean or English documents
- ✓ Pack only the amount needed during the flight in the cabin
- ✓ Confirm additional requirements with the operating airline
Syringes and Needles
Incheon Airport guidance allows syringes, needles and other medical tools in carry-on and checked baggage.
Pack them so that security personnel can confirm their medical purpose without handling an exposed sharp item.
- ✓ Use a protective case
- ✓ Keep needles with the related medication
- ✓ Carry a prescription or medical certificate
- ✓ Place the items where they can be inspected easily
- ✓ Check the airline’s procedure for injectable medicine
Controlled Medicine
Passing airport security does not automatically mean that a medicine is legal to import into South Korea or the destination country.
Some sleeping pills, strong pain medicines, ADHD medicines and other controlled substances may require advance government approval.
Important:
Airport security rules and medicine import laws are not the same. A medicine may pass security screening but still require approval in South Korea or at your destination.
Traveling with prescription medicine?
Check Korean import rules, original packaging, prescriptions, supplements and controlled ingredients.
6. What to Prepare for Security Screening
Organize the carry-on before reaching the screening queue. This reduces the chance of opening and repacking the entire bag.
Before entering the screening area
- ✓ Place the transparent liquid bag near the top
- ✓ Keep medicine documents with the medicine
- ✓ Protect power-bank terminals in advance
- ✓ Keep battery-capacity labels visible
- ✓ Empty water bottles before screening
- ✓ Remove coins, keys and loose metal items from pockets
- ✓ Be ready to place bags, jackets, phones and keys in a tray
- ✓ Follow local instructions for laptops and tablets
- ✓ Be ready to remove a mask, hat or sunglasses for identity verification
Screening procedures can differ between airports, terminals and security lanes. Follow the instructions displayed at the checkpoint instead of relying only on a previous trip.
Travel note: Do not bury medical documents or the liquid bag under clothing.
Keep items that may need a separate check where they can be reached without unpacking the entire suitcase.
7. Operating Airline and Codeshare Rules
Airport security decides whether an item can enter the secure departure area. The airline can apply additional limits before allowing it on the aircraft.
Rules that may differ by airline
- ✓ Power-bank quantity
- ✓ Battery storage position inside the cabin
- ✓ In-flight battery use and charging
- ✓ Carry-on bag size and weight
- ✓ Medical-device procedures
- ✓ Cooling packs and dry ice
- ✓ Oxygen equipment
- ✓ Aerosol limits
- ✓ Destination-specific restrictions
Important:
Check the airline operating your flight, not only the airline that sold the ticket. Battery, baggage and medical-item rules may differ on a codeshare flight.
How to find the operating airline
- ✓ Open the booking confirmation
- ✓ Look for “operated by” next to the flight number
- ✓ Check that airline’s baggage page
- ✓ Contact the airline when the item needs advance approval

Can power banks go in checked baggage in Korea?
No. Power banks and spare lithium batteries should be carried in the cabin rather than placed in checked baggage. Protect the terminals and check the operating airline’s current rules.
How many power banks can I bring on a flight from Korea?
The permitted number depends on the battery capacity and the airline operating the flight. Do not apply one airline’s limit to every carrier.
What is the liquid limit at Korean airports?
For international carry-on baggage, liquids, sprays and gels must normally be in containers of 100ml or less. All containers must fit inside one transparent, resealable 1L bag per traveler.
Does a half-empty bottle over 100ml pass security?
No. Security checks the capacity marked on the container. A half-empty bottle labeled 150ml is still treated as a 150ml container.
Do sheet masks count as liquids at Korean airports?
Sheet masks contain liquid or gel essence. The safer packing method is to prepare them as liquid or gel cosmetics when carrying them in the cabin.
Can I bring disposable face masks in carry-on baggage?
Yes. Dry disposable and cloth masks are regular dry items. Keep the masks needed during the flight in your carry-on bag.
Can I bring prescription medicine through airport security?
Many medicines can pass security, but original packaging and prescription information make inspection easier. Controlled ingredients may also require separate import approval.
Can liquid medicine exceed 100ml?
Medically necessary liquid medicine over 100ml may be accepted with a doctor’s note or prescription in Korean or English. Carry only the amount needed during the flight and confirm the airline’s procedure.
Can I bring syringes or insulin needles on the plane?
Incheon Airport guidance allows syringes and needles in carry-on and checked baggage. Use a protective case and carry documents connecting the medical tools with the medicine.
Should essential medicine go in carry-on or checked baggage?
Keep essential medicine in carry-on baggage so it remains accessible during the flight and is not lost with delayed checked baggage.
Do airport security rules and medicine import rules differ?
Yes. Security rules determine whether an item can pass through the airport checkpoint. Import laws determine whether the medicine can legally enter South Korea or another destination.
Which airline rules apply on a codeshare flight?
Check the airline operating the aircraft. Its battery, baggage and medical-item rules may differ from those of the airline that sold the ticket.
